PRESENT position is, Anglo-German-French groups have offered Americans per cent. participation on equal terms finance, purchase of materials, and super- vision both as regards Elupeh section Hankow-Szechuen Railway and also as regards extension to Chengtu when authorised, provided initialed agreement for Hukuang Railway loan is ratified by Imperial edict. On the other hand, Americans will only accept foregoing provided they receive in addition 25 per cent. participation finance materials Hupei-Hunan section Hankow-Canton line. They do not claim participation in any extension beyond southern boundary Hunan. The conference, being unable to arrive at a compromise on this point, was adjourned sine die. Neither Americans nor ourselves have any knowledge of a further meeting having been arranged at Paris.
